I've missed a few raids and don't consider it a big deal but can see how others more invested (time, money, etc.) could take issue. If we really do want to give everyone a chance to participate why not use more of the allotted 48 hour window given to us? Possibly let everyone attack once in the first 24 hours and then open it up after that?
Also, I think the three hour window seems long if you're waiting around for your next opportunity to attack. If the expectation was that your next opportunity would be the next day, this could allow for more planning and less waiting.
Of course longer breaks in between attacks create more opportunity for abuse so this would require more trust.
